Compiler error when JVET_V0094_BILATERAL_FILTER=0 and JVET_W0066_CCSAO=1

For both gcc and visual studio, compile error occurs when the macros are set as follows: JVET_V0094_BILATERAL_FILTER = 0 and JVET_W0066_CCSAO = 1.
