ECM master (c119ddaf) broken for RPR.

Encoder crash after some frames.

Did some quick test and was able to do both encode and decode for one sequence for revision f93a5dce when also undefining JVET_Z0061_TM_OBMC and JVET_Z0117_CHROMA_IF and also setting ARL=0 and AltGPMSplitModeCode=0.

But trying same on b768e84a did not work. So some additional problem introduced between f93a5dce and b768e84a.
