Decoder derived CCP fusion not respecting CCCM off flag

All but one of the decoder derived CCP fusion (DDCCPF) modes appear to be using CCCM. However, when CCCM SPS flag is set to 0, DDCCPF seems to continue using CCCM modes. Perhaps the DDCCPF SPS flag should be conditioned to the CCCM flag. At minimum, the AHG7 offgroup4.cfg should probably define DDCCPFusion : 0 to disable all CCCM functionality for that test.
