ECM-14.1 different intra frame coding results for two successive segments (AHG17 encoding task)
For the AHG17 encoding task (UGC 1080p encoding), it was observed that ECM-14.1 may have different intra frame coding results for two successive segments, which may lead to incorrect bitstreams when cascading parallelly coded segments.
The issue was observed for two sequences, Vlog_5904_dogs_1920x1080_60fps_8bit.yuv and ports_aicl_basketball_1080x1920_60fps_8bit.yuv (uploaded to jvet-upload/JVET-AK0055). The encoding logs of the first and second segments of Vlog_5904_dogs_1920x1080_60fps_8bit QP=50 are as follows. I reproduced the issue on a Windows machine with VS compiler and YUV file.

It was also observed that when using option --DebugPOC=64 to jump to POC64 directly in the encoding of the first segment, the POC64 frame became the same as the POC0 of the second segment. The issue seems related to history based encoding algorithms.
