SEI Bitrate is still output when JVET_AC0055_NN_POST_FILTERING is off

In MR !42 (merged) for merging the JVET-AC0055 (inference only), SEI Bitrate is output whether the JVET_AC0055_NN_POST_FILTERING is on or off. To be consistent with the VTM reference software, would it be better not to output the SEI Bitrate when JVET_AC0055_NN_POST_FILTERING is turned off? Or can the SEI Bitrate be directly included in the total bitrate?
