* Enable parameter set repetition for all CTC configurations
* AI: Switch to CRA pictures (from TRAIL Intra)

Fix for JVET JEM #29. Not strictly necessary in HM as block sizes are square, but added for future proofing.

Disabled in CTC configurations with other configurations provided for illustration.
When disabled via configurations, slightly modifies CTC randomaccess behaviour due to handling of calculateCollocatedFromL0Flag.

Added --SAOResetEncoderStateAfterIRAP command line option, to reset SAO encoder state following (in POC order) an IRAP.

Applied patch for W0062, but currently disabled by default - recalculate QP to align with the derived lambda.

Applied patch for W0038 - addition of chroma QP offsets to GOP table and alternative deblocking filter metric.

Added support for Alternative Transfer Characteristics SEI message (Based on patch from U0033 with syntax naming from V1005).

Derived from an updated patch for Q0074, which was supplied by by Franck Hiron

Fix for #1392 - as discussed at 21st JCTVC meeting - changing Char to TChar (for text) and SChar (for signed char).

Apply patach for JCTVC-U0132 (Target bits saturation to avoid CPB overflow and underflow under the constraint of HRD)
