Post-Fix #676: update R-D-cost lambda properly in case of perceptual QPA with base QP > 37

This is related to the already merged fix for #676. It fixes low-rate perceptual QPA coding with base QPs above 37 (i.e., picture-wise instead of block-wise QPA) and does NOT affect rate control or CTC coding.
