Fix#656 for mtsIdx[compID]==0 is used in chroma component when lossless encoding

Bug fix for ticket#656. Restrict DCT2xDCT2 for chroma in lossless encoding.

Take a care of chroma BDPCM additionally to the existing condition, which is related to 54507e3a.
