JVET-P0363: Cleanup of NAL unit type table

Clean-up of NAL unit type table according to the meeting decisions for JVET-P0363. The implementation is aligned with the NAL unit type table in JVET-P2001-v11, apart from the prefix and suffix APS NAL units which should be handled by JVET-P0588/JVET-P0452.
