WIP: Refactor: move compositeRefEnabled out of SPS

Karsten Suehring requested to merge ksuehring/VVCSoftware_VTM:sps_cleanup_removal3 into master

compositeRefEnabled is an encoder only option. It should not be stored in the SPS.

This MR is the last to remove unused parameters from SPSNext. Thus also all comments related to SPSNext are removed.
