WIP: handling of small blocks in JVET-N0435

Disagreement was expressed on the JVET reflector regarding how small blocks (8x4 and 4x8) should be handled in the context of the adoption of JVET-N0435. This merge request implements a possible resolution wherein handling of small blocks in unchanged from VTM4
