JVET-O0235: NAL unit constraints

The following text adoptions are believed to have been adopted for JVET-O0235:

  1. When nal_unit_type is equal to STSA_NUT, TemporalId shall not be equal to 0.
  2. The value of nal_unit_type shall be the same for all coded sice NAL units of a picture
  3. When the current picture is an STSA picture, there shall be no active entry in RefPicList[ 0 ] or RefPicList[ 1 ] that has TemporalId equal to that of the current picture.
  4. When the current picture is a picture that follows, in decoding order, an STSA picture that has TemporalId equal to that of the current picture, there shall be no picture that has TemporalId equal to that of the current picture included as an active entry in RefPicList[ 0 ] or RefPicList[ 1 ] that precedes the STSA picture in decoding order.

A decoder check for 1 was already present in the code Decoder checks for 2-4 is added in this merge request
