Yes, Ideally. It is a first implementation to keep it simple for the most standard case, i.e. with a single reference layer. In case of multiple reference layers, this would imply to add in logs as many PSNR2 valued as number of ref layers, which could impact the readability of the log.
It uses the same output than PSNR2 values in RPR logs. These values give PSNR Y,U,V of a first reference picture upscaled to the current picture resolution, in addition to PSNR values of the enhancement layer picture. We will have this line for each enhancement layer.

It s an optional feature and is activated only when a new configuration parameter --SourceScalingRatioHor is defined. it is still possible to compute external metrics with scaled source offline.
Note that the scaled input video on the fly in the code is considered as the new video source, with decoded PSNR output in log files.

add options --SourceScalingRatioHor(resp: Ver) to specify a scaling ratio to apply in hor and vert direction to the pictures read from input video file. This option is useful for spatial scalability in a multi layer scenario to use enhancement layer source when base layer source is not available.
