Modifications to VPS syntax (signal PTL for single layer OLSs)
PTL part only (HRD part to be implemented by Sharp)

- don't access SPS/PPS references which are not set
- also fixes config files

JVET-O1143: motion and in-loop filter low-level operations adaptation when subpic boundaries are treated as pic boundaries

Slice-level switch between TS residual coding and regular residual coding for lossless coding as in JVET-Q0089.
One SPS flag that controls both luma and chroma BDPCM simultaneously as under JVET-Q0089 (meeting notes) - removed chroma BDPCM flag.
Modified the .cfg files to reflect high-level chroma BDPCM changes.
Fix: Disabled CCALF in lossless.cfg (necessary) CCALF cannot be used if ALF is disabled (disabled in lossless.cfg)

Sets CTC screen content config to use chroma BDPCM as in JVET-Q0785
Aligns Intra Prediction mode with BDPCM mode for chroma as in JVET-Q0110
Adds separate chroma contexts for BDPCM as in JVET-Q0110
Aligns signaling order for chroma BDPCM to match with Spec as in JVET-Q0351 and JVET-Q0785

JVET-Q0806 Geo related adoptions (JVET-Q0059, JVET-Q0077, JVET-Q0123, JVET-Q0188, JVET-Q0242_GEO, JVET-Q0309, JVET-Q0365 and JVET-Q0370)

Added main_10 and main_444_10 profiles, and removed old profiles.
Use 'auto' to automatically select (changed default of cfg files).
Use 'none' to produce non-conforming bitstreams.

Also added a structure that describes the features of each
profile/level/tier, should be added as further constraint checks added.

- fixes missing/wrong syntax
- adds example config files for VUI
- Align software manual with software conditions, removed VUI parameters are removed in !1217
