The changes over HM-16.6_SCM5.0rc1 are 
-  Palette predictor initialization also signaled by color component as per the meeting notes.
-  update related filenames in config files for chineseEditing sequence
- Bug fix for PLT deblocking process (software mismatch w.r.t to spec). 
- General cleanups.
