SCC : Tag 16.4_SCM 4.0

The changes in over SCM 4.0rc1 include

-	Formatting clean-up of SCM 4.0 rc1
-	Remove improper memory free up of the lastPLT entries.
-	Remove redundant code in RPS list construction when IBC unification is enabled.
