The default values of sps_chroma_horizontal_collocated_flag and
sps_chroma_vertical_collocated_flag are modified to take on values according to
the specified chroma location type. If no chroma location type is specified,
the default values of the flags are as prior to this commit.

Express frame rate as ratio of two integer values throughout code

Add support for defining fractional frame rate from command line

Shorten parameter names to NNPFC to save space in user manual (an maybe make them easier to type).

No specific table formatting is required for NNPFC anymore.

Parameter names are longer than in any other section. This caused the table
to be extended beyond the right page border.

A new table type was introduced which reduces the width of the right table i
column.

Additionally the following fixes are included:

- fix typo that prevented compilation
- remove unnecessary tabular formatting inside descriptions (including not properly matched one)
- reduce column with in sub-tables to match new column width

- Add the control for that flag in the cfg file & update the manual doc
- Implement checking at encoder side to ensure that when sending an update the base filter is already present
- Implement detection at decoder whether the given base filter is a new or a repetition filter.
- Implement checking at decoder side to ensure that when receiving an update filter, the base filter has been received earlier / already present.
