refactor parcat to re-used NAL unit type defined in TypeDef.h

advantages:
- no re-definition of NAL unit type (which are going to change)
disadvantages:
- dependency on CommonLib

Note: Further updates will require that the version of parcat matches the software version (VTM/JEM/HM). Thus a version printout was added.
