This reverts commit 8e16ada0.

Use vectors and resize them if needed instead of deleting and
reallocating memory for every picture. This appears to have a
significant impact on decoder run time.

Use PLTRunMode type where appropriate instead of bool since
using vector<bool> creates a number of issues

use m_pcEncCfg->getUseAffineAmvrEncOpt() to control the effect of m_pcEncCfg->getIntraPeriod() != ( uint32_t ) -1, i.e., low delay setting.

- The parameter, LFNST, should be added in cfg file for enabing LFNST, i.e. LFNST = 1

There is a conflict with JVET_M0427_INLOOP_RESHAPER that is triggering a debug assertion that checks that the width is not 1.

Part 1: change definition of QG, by JVET_L0362_QG_FIX
Part 2: fix encoder-side cu coding info reusing fast algorithm (i.e., reuse cu info when having the same neighbor and the same qp), by JVET_L0362_QG_FIX_CU_REUSE

This is JVET L0054 MMVD code.
