first version of HRD.(VPS does not include the ols dementional), need to add another OLS demention)

- don't use SPS in PPS parsing/writing
- create a function for decoder parameter set consistency checks
- fix bug with JVET-Q0413 subpicture parsing changes
- may contain traces of coding style fixes

Modifications to VPS syntax (signal PTL for single layer OLSs)
PTL part only (HRD part to be implemented by Sharp)

alfGolombDecode and alfGolombEncode functions have been disabled using #if !JVET_Q0210_UEK_REMOVAL guards.
