JVET-S0123: Invoke the generation of unavailable reference picture for an IDR picture that has RPLs. Change the process for deriving empty RPLs when sps_idr_rpl_present_flag is equal to 0 and nal_unit_type is equal to IDR_W_RADL or IDR_N_LP to involve pps_rpl_info_in_ph_flag.

- also disable decoder conformance checks that fail for multi-layer streams apparently without valid reason
- rename Picture::layer to temporalId, because temporal ID is stored in this member variable

store sub-picture numbers, sizes, and locations with a picture, so that they can be fetched directly from redPic

   - Move wrap around offset from SPS to PPS.
   - Disable wrap around for any reference pictures that require RPR scaling.

JVET-O1143: motion and in-loop filter low-level operations adaptation when subpic boundaries are treated as pic boundaries

   - Extend "RefPicIsScaled" logic to cover corner cases where the scale factor is 1:1, but the scaling window offsets are not aligned.
   - Specify scaling window offsets in units of SubWidthC and SubHeightC pixels.
