2. fix the wrong variables initialization in EncRCGOP::create()

   - Move wrap around offset from SPS to PPS.
   - Disable wrap around for any reference pictures that require RPR scaling.

JVET-R0059 aspect 2: Skip the signalling of the ltrp_in_header_flag[ listIdx ][ rplsIdx ] syntax element when the syntax strucure is directly included in the PH or SH instead of in the SPS

fixes for layerId setting in the scaled reference pictures, setting of PPS id, and RPL construction with ILRP

- new pattern: create a class to collect all parameters  related to this SEI
- existing code can be refactored to use the same pattern for grouping to avoid endless assignments

Note: fixes executable flags for some unrelated config files

Encoder bug fix for HRD, whereby the CPB removal delay delta indexes for
temporal sublayers are disabled for the last GOP of the picture if it is
not a full GOP
