correct hrd param class,fix OlsHrdParams

first version of HRD.(VPS does not include the ols dementional), need to add another OLS demention)

Change (0.1, 10000.0 * pow(2.0 , bitdepth_luma_scale)) to the variables encRCGOP::m_minEstLambda and encRCGOP::m_maxEstLambda.

- create own files for HRD classes
- rename HRD to HRDParameters
- create HRD class that can hold all HRD related parameters as base for encoder/decoder specific implementations

- remove HighPrecision MV option
- fixes for statistics output
- removal of SVN header integration (fixes issue with Xcode)
