  - Remove bricks and related syntax.
  - Add new tile / slice syntax from P1004.
  - Fix cross tile / slice prediction bugs.
  - Update config files and documentation with new tile / slice config options.

- Prevent negative coefficients on the decode side.
- Prevent illegal coefficients outside the range [-128,127] on the encode side.

num_extra_slice_header_bits is not present in the spec, and is not used any more in the slice header

  - Add picture header and related syntax changes.

 Includes decoder side checks that detects if disallowed NAL unit types are used in the bitstream. The implementation is aligned with the spec text in JVET-P2001-v11, apart from the check of prefix and suffix APS NAL units which should be added when prefix and suffix APS is implemented (JVET-P0588/JVET-P0452).
