store sub-picture numbers, sizes, and locations with a picture, so that they can be fetched directly from redPic

2. fix the wrong variables initialization in EncRCGOP::create()

Move DQ and SDH from picture header to slice header.
Disable combinations of either DQ/SDH with slice_ts_residual_coding_disabled_flag.

- fixes IntraPeriod>0 cases
- add printing of VCL NAL unit type (in addition to slice type) to stdout
- fix for RPL for STSA in RA + IntraPeriod=-1 case from Hendry

Also fixes some trace strings according to spec

JVET-O1143: motion and in-loop filter low-level operations adaptation when subpic boundaries are treated as pic boundaries

Slice-level switch between TS residual coding and regular residual coding for lossless coding as in JVET-Q0089.
One SPS flag that controls both luma and chroma BDPCM simultaneously as under JVET-Q0089 (meeting notes) - removed chroma BDPCM flag.
Modified the .cfg files to reflect high-level chroma BDPCM changes.
Fix: Disabled CCALF in lossless.cfg (necessary) CCALF cannot be used if ALF is disabled (disabled in lossless.cfg)
