JVET-Z0067: Fixes for RPR (aspects 1 and 3ab)

JVET_Z0067_RPR_ENABLE. When RPR is enabled, Z0054 is not compatible with Y0128, since Y0128 needs ref_idx for parsing mvp_flag() with checking checkTmEnableCondition(). RPR is Ok if Z0054 is disabled.
