Fix: Add storing and loading CABAC windows for temporal CABAC

Add storing and loading CABAC windows for temporal CABAC. Currently, CABAC windows are not stored so they initialized from the default tables (P- or B-slices), when table switch happens the CABAC windows may come from one slice type (e.g. P-slice) but temporal initialization is done for other slice type (e.g. B-slice), which is wrong.
