Fix: BIF pads on Tu right/bottom of VB

Seungwook Hong requested to merge seuhong/ECM:FIX_BIF_BUG into master

Padding is necessary if the VB meets the right/bottom side of Tu. However, the current implementation pads on every right/bottom side of Tu if it is located right/bottom to VB.

No impact on CTC. No leak when GDR is enabled.

BDrate changes on ECM 5.1, when GDR is enabled.

Class C -0.05% 0.19% 0.10%

Class D -0.02% -0.18% -0.01%

Class E -0.01% 0.01% 0.13%

Class F -0.11% 0.03% -0.24%
