Fix: To enable RPR related to AA0095 and AA0096

Kenneth Andersson requested to merge Kenneth/ECM:RPR_FIX_AA0096_AA0095 into master

RPR crash with current master. The issue has been found to be related to JVET-AA0095 (The ALF filter object needs to be reinitialized when picture resolution is changed) and JVET-AA0096 (picture height/width should be from PPS instead of SPS and allowing a scaled reference picture to be used for MC padding).
