FIX: Encoder fix about MMVD extension

Hyeongmun Jang requested to merge hm.jang/ECM:MMVD_EXT_ENC_FIX into master

after the adoption of the MMVD extension (JVET-AA0093), one missing encoder handling is observed. without this handling, the mismatch can potentially happen.
