JVET-AB0081: Upscaling filter for display 12-tap luma and 6-tap chroma

Kenneth Andersson requested to merge Kenneth/ECM:JVET-AB0081_VTM11_ANC into VTM11_ANC

Apparently this was forgot when JVET-AB0081 was adopted to VTM. Here upscaling filters for display are aligned with the ECM 12-tap and 6-tap filters.
