Fix related JVET-AC0185 and RPR, omit using colocated picture if it is scaled

Merged Kenneth Andersson requested to merge Kenneth/ECM:FIX_JVET-AC0185 into master

Encoder decoder mismatch appeared for RPR functionality testing and the issue was found to be related to JVET-AC0185. The fix is to not use a collocated picture if its scaled. No impact on non-RPR conditions.
