Fix: Add checks for scaled collocated picture, inter check for GPM related to AE0043, AC0185, AE0169

Add checks for scaled collocated picture, inter check for GPM for AE0043, AC0185, AE0169. It is related to #52 (closed).

For CCP merge (AE0043): checks are added to bypass candidates derivation is the collocated picture is scaled. For bi-pred IBC (AE0169), enhanced TMVP derivation (AC0185): missed check for mi.isInter are added due to GPM inter Y0065
