Fix: RPR related fix for JVET-AG0098

Kenneth Andersson requested to merge Kenneth/ECM:Fix_RPR_JVET_AG0098_ScalePOS into master

The collocated position can become outside the collocated picture when RPR is enabled. The fix is to scale the collocated position so its within the collocated picture.
