fix precompile ifs for disabled MC reference pic padding

Nicolas Horst requested to merge NicolasHorst/ecm:ECM-12.1_mc_padding_disabled_compile_fixes into master

I found that ECM-12.1 does not compile if JVET_AA0096_MC_BOUNDARY_PADDING is disabled. This is due to parts of the disabled code is needed for other functionality. The fixes for the compile ifs are applied in the branch.
