Fix in addBIOAvgN_SSE for non-AVX2 with JVET_AI0046_HIGH_PRECISION_BDOF_SAMPLE

Fix in addBIOAvgN_SSE to apply JVET_AI0046_HIGH_PRECISION_BDOF_SAMPLE operations regardless of the value of USE_AVX2. This is asserted to fix the mismatch reported in #75 (closed)
