ET with millisecond precision

charles Salmon-Legagneur requested to merge salmonc/ECM:encoding_time_float into master

Change ET int to float as for DT. This increases ET accuracy for RA chunks and other uses cases. In current version the total encoding time must subtracts N times the ET of each extra I frame, expressed in seconds, resulting in a noticeable loss of accuracy, mostly in C and D classes.
