JVET-AH0081 models

Du Liu requested to merge duliu/vvc-software-vtm-nnvc:JVET_AH0081_models into VTM-11.0_nnvc

This is the SW adoption of only the models from JVET-AH0081 training from scratch. I included also stages 1&2 models.

The models have "AH0081" in the name to avoid confusion with the LOP3 model. Please comment if you suggest another way to name the models. Thanks.
