Updated models and quantization strings to go with padding=(0,0)

Jacob Ström requested to merge jacob/VVCSoftware_VTM:mr_correct_models into VTM-11.0_nnvc

Updated LOP4 and VLOP3 sadl models (both float and int16). Also updated quantization strings and readme files. The new models are using padding=(0,0). By mistake the old models were not, even though I thought so.
