don't use affine if no affine and and no sbTMVP for picture

(this is the closest to what was done before in EncModeCtrlMTnoRQT::initCULevel().
maybe it would have been cleaner to properly set PicHeader::m_maxNumAffineMergeCand, use it instead of sps.getMaxNumAffineMergeCand())
