JCTVC-AI0023: Encoder-only GOP-based temporal filter

  • I only updated the makefile and project files for vc2015. I am hoping you can add the two source code files to vc2010, vc2012 and vc2013.
  • CTC results should not be changed (I verified this). The updated cfg files all turn off the filter but contains recommended filter parameter values.
  • Results if you use TemporalFilter=1 should match the results reported in JCTVC-AI0023 (Also verified)
  • I have sent proposed encoder description text to the editors of JCTVC-AI1002, I attached that one here as well
