JCTVC-AJ0028: 3D motion estimation for the V-PCC content

This PR contains modifications that are required to support 3d-based non-normative modifications for motion estimation process in video-based point cloud compression reference software. An auxiliary file generated by the V-PCC solution is used to provide motion estimation hints during mode selection process.
