add CCLM only; turnoff Cb-to-Cr residual prediction, K0190 Test4.1.8;

The CCLM modification is done. A new macro JVET_K0190_CCLM_ONLY is added to turn off the Cb-to-Cr residual prediction. And also, the VTM cfg files and BMS cfg files are modified accordingly.
