Rate control improvement for VVC (proposal K0390). If JVET-K0154 for FULL_NBIT is enabled (macro name: DISTORTION_LAMBDA_BUGFIX), the relationship in rate control is not correct, thus some fixes are added in the macro: RATECTRL_FIX_FULLNBIT.
