Fix decoding if bitstream starts with a CRA picture with RASL

- rewrite xGetRefPic() and xGetLongTermRefPic() to return a nullptr, if picture is not found
- run conformance checks only on existing reference pictures
- reset picture based variables if RASL picture is skipped
