bitstream shall not contain any other layers than included in the OLS with OlsIdx and shall not include any NAL unit with TemporalId greater than HighestTid

1. All pictures in an AU shall have the same value of TemporalId.
2. The TemporalId of an SEI NAL unit shall be equal to the TemporalId of the AU containing the NAL unit.
3. The nuh_layer_id of a filler data NAL unit shall be equal to the nuh_layer_id of associated VCL NAL unit.

As requested, a description of the -opl option has been added to "doc/software-manual.tex" and the line "m_oplFilename += ".opl" has been removed.
