Make RdCost members non-`static` to use correct weighting tables for each layer in multilayer encoding

Also addresses #1608

Define JVET_AE0057_MTT_ET is placed at the appropriate location in Typedef.h
The Luma channel test condition is updated EncCu.cpp
The threshold value lower range is clipped to 0 instead of allowing it to take negative values.
JVET document number information is removed

The proposal JVET-AE0057 is implemented under the define JVET_AE0057_MTT_ET in VTM software. A config file parameter (MTTSkipping) is also added to turn on or off the MTT early termination. The 64x64 luma CU no-split intra RD cost is compared against a threshold to decide whether to evaluate MTT splitting for current 64x64 luma CU.

use getMaxNumAffineMergeCand() with the current picture header instead of the current SPS and remove other conditions

(this is the closest to what was done before in EncModeCtrlMTnoRQT::initCULevel().
maybe it would have been cleaner to properly set PicHeader::m_maxNumAffineMergeCand, use it instead of sps.getMaxNumAffineMergeCand())
