Updates CMake files to account for arm64 architecture.
Consider __ARM_NEON to detect ARM architecture in C++ code.

Recent macOS does not come with Python 2 anymore. People should install Python 3, which is usually available as `python3`

- remove unnecessary build scripts
- allow MSYS32/64 build
- small feature improvements, e.g. allow targeting major compiler options for build parameters
