- Fix the entry points
- Put some validation for rectangular slice
- Bug fix for N0124 signalling for number of bits to signal bottomrightidx

The per-frame decoding time (DT) value reported by the decoder
does not include time spent in the loop filters. Such time is
hereby added

This reverts merge request !580

Software implementation for N0278:
1. Added VPS encoding in encoder
2. Add new project StreamMergeApp to N-to-1 bitstream merge
3. Changed decoder to support only decoding the specified layer stream

- writing of parameter set can be enabled by parameter EnableDecodingParameterSet

implements:
- splitting tiles into bricks
- raster-scan tiles
- uniform and non-uniform splits
- all tiles/bricks in one slice
- each brick one slice
- PPS syntax

missing:
- rectangular tiles
- slice header syntax

further todo:
- rework slice mode 2 to use multiple tiles for byte size matching
- lots of renaming (tile->brick)

move m_fixedFilterNum to CommonDef.h, rename bRdo and bRedo to isRdo and isRedo, remove redundant stat derivation.

- tiles are in the VVC spec for 3 meeting cycles now
- cleanup helps with adaptation for tiles to current draft

includes:
- rename flag HandleCraAsBlaFlag to HandleCraAsCvsStartFlag
- changes of NAL unit types (reduced number)
- profile_tier_level and general_constraint_info structures

- remove duplicate ALF parameters from Slice
- add activation (to avoide overwriting when a new APS arrives)
- rename macro

- add new cache model
- fix the order of initilization in DecLib.cpp

keep max TU in #define for possibility of keeping the parameter

TU max/min size are constants in the VVC draft. Reflecting this in the software.

  - Fix IBC bugs.
  - Reset motion vector history LUT in all slices.
  - Remove CPR collocated picture check.
  - Fix IBC chroma deblocking edge lookup for dual-tree case.

- all elements of SPSNext are moved into SPS
- syntax elements of SPS are sorted according to draft (as far as possible)
- comments were added where software and draft diverge
