- also disable decoder conformance checks that fail for multi-layer streams apparently without valid reason
- rename Picture::layer to temporalId, because temporal ID is stored in this member variable

JVET-R0068: Aspect 1 - slice_type constraint and Aspect 6 - signalling of conformance window parameters

Includes:
- added flag
- minor updates for variable names
- update for trace strings according to JVET-R2001-vA

- fixes other style issues as well

Fixes a crash.

- fixes a bug in the tile layout rewriting, if the top or bottom of a subpicture
  is not aligned with a tile boundary

Functional stage: allows extraction of subpicture bitstreams that can be decoded. This includes:
- rewriting of tile structure
- rewriting of slice structure
- rewriting of picture dimensions

HRD related parts are not included yet

- after storing a *PS in the parameter set manager, the object may be deleted
- retrieve a PS back after storing
- add more explicit warnings in comments

- allow target OLS index and temporal sublayer id to be equal to -1 to disable extraction
- align short option for TargetOutputLayerSet with DecoderApp (-p)

Features so far:
- re-write parameter sets (for modification in OLS/subpicture extraction)
- extraction based on temporal layers
- print OLS info

To be implemented:
- OLS extraction
- subpicture extraction
